EU Tightens Children’s Access to Social Sites, Games, and AI Chatbots
Under the EU Kids Act, children under 13 can only access social sites, gaming platforms, and AI‑based chatbots with parental supervision. The regulation aims to strengthen child protection and prevent unhealthy emotional attachment to AI services.
The EU plans for children under 13 to use social sites, gaming platforms, and AI chatbots only with parental supervision. Significant restrictions are also expected for the 13–15 age group: creating an independent account is possible only with parental consent, along with mandatory monitoring features and time limits.
The regulation does not limit itself to TikTok or Instagram; it also extends to AI services. The EU’s goal is to prevent children from developing unhealthy emotional attachment to chatbots and to provide protection against harmful or dangerous conversations.
According to the draft, violations of the rules could be penalised with a fine equal to up to 6 % of a company’s global annual revenue. Providers must implement age verification and protective solutions that reduce excessive use incentives.
The EU’s previous guidance already suggested that AI chatbots should not be automatically activated and should clearly inform users that they are speaking to an artificial agent, not a real person.
