Bill Gates Calls for Mandatory AI Regulation in Washington

Bill Gates says legal requirements are needed to ensure AI safety and oversight. He also warned that malicious actors could use AI to trigger events that kill up to one billion people.

On Wednesday, Bill Gates called on U.S. lawmakers to regulate the development of artificial intelligence. Speaking on NBC News, he said self-regulation is not enough and that safety requirements must be mandatory. He said law enforcement and politicians should also be involved in discussions about oversight.

Gates said that in the hands of malicious people, artificial intelligence could lead to events that kill one billion people. He sees the danger not only in a possible future development that threatens humanity, but also in the possibility that the technology could already be used to cause large-scale harm.

The heads of Anthropic and OpenAI both spoke this month about slowing the race to develop powerful systems. However, U.S. politicians and technology companies disagree on the extent of regulation: some leaders support comprehensive requirements, while Mark Zuckerberg says it is enough for individual labs to ensure safety themselves.

In California, an expert panel was established to strengthen AI safety laws, while regulatory plans were unveiled in Maryland and New York. European Union lawmakers adopted the first major amendment to the AI Act, the Digital Omnibus AI package, in July.
